Halle City Hall – Accessible Extension with Respect for Heritage The historic Halle City Hall, built in Flemish Renaissance style between 1608 and 1616 on the Grote Markt, is a protected monument. Its administrative functions moved to a new building in 1994. Following the 2019 renovation, the building now houses the tourism info center, wedding hall, and meeting rooms. To improve accessibility while preserving the historic fabric, a compact cylindrical extension is proposed on the Possozplein side: Dimensions: 4.5 m radius, 18.5 m high, “drop-shaped” in plan; Minimal impact: small footprint preserves the historic façade, maximizes daylight penetration, and maintains sightlines from the historic staircase to Possozplein; Program: lift and spiral staircase connecting all floors, technical room and storage in the basement, gender-neutral accessible toilets on every level, and additional storage where possible. A spiral staircase, integrated into the structure, encourages stair use while the lift is discreetly positioned. The staircase narrows towards the top to maximize natural light from a large skylight, which includes upper shading and a lower opaque layer. Façade design: Abstract graphic pattern of blue-and-white enamel tiles, referencing the Halle flag, gradually transitioning to orange-red to harmonize with the existing brickwork; Tiles are custom-made, durable, vandal- and impact-resistant, rust-proof, and low-maintenance; Connection to the existing masonry is made via framing to accommodate the historic irregularities. Structure and stability: Cast-in-place exposed concrete forms the main structure; the spiral staircase supports the circular wall against wind loads; Floor slabs span parallel to the existing façade without loading the historic structure; foundations remain on spread footings; Further geotechnical studies will confirm requirements, with underpinning if necessary; Existing utilities (main sewer) are rerouted. The design emphasizes accessibility, visibility, and heritage respect, creating a functional, inviting, and durable addition that connects all levels of the City Hall while preserving its historic character.
